- Both come to respond to the needs presented by both sectors in relation to the promotion of their offer, customer loyalty and acquisition, their associative structure and the training of entrepreneurs and workers.
- These calls constitute one of the main financing instruments of the Comprehensive Strategy to Strengthen the Commercial and Hospitality Activity of the City 2024-2027, which expands the one initiated in the previous mandate and for which the City Council has received the National Commerce Award Interior 2020-2023
- The submission of applications may be made at the municipal electronic headquarters within a period of 20 days from the day following the day of publication in the BOAM and the BOCAM on May 3.
At the Government Meeting held on April 11, the Madrid City Council granted a credit of 2 million euros, expandable to 3 in case of demand and availability, intended for two new calls for subsidies to support commerce and hospitality in the city in the financial year 2024, specifically that of 'Promotion of associations, training in the commercial sector and support for local commerce', and that of 'Operation of the commercial, hotel and hospitality sectors', as reported today after the Meeting of Government the vice mayor of Madrid and acting mayor, Inma Sanz.
These aids, which can be requested at the municipal electronic headquarters within a period of 20 days from the date following the publication of the call in the official bulletins of the Madrid City Council and the Community of Madrid, on May 3 , allow us to continue responding to the needs presented by the hospitality industry and local retail commerce in relation to its associative structure, the training of entrepreneurs and workers, the promotion of its offer of products and services, and the incorporation of new technologies.
Two key sectors for the Madrid economy
Commerce and hospitality are vital economic activities for the functioning of the city of Madrid, both in terms of the volume of employment and business generated and their social and urban relevance, constituting a fundamental axis around which the daily life of the city revolves.
In the current socioeconomic context, the commercial and hospitality sectors are presented as essential assets for the development of solutions aimed at the recovery of employment and economic activity in the city.
Associationism, commercial sector and local commerce
The first line of subsidies is approved to promote associations in the commercial and hospitality sectors and promote the activity of local commerce by encouraging private initiative to carry out actions that contribute to the animation, dynamization, promotion and advertising of local commerce , stimulate consumption and contribute to attracting and building customer loyalty, without forgetting the improvement in training and the completion of studies, strategic action plans or diagnoses at points of sale that help achieve that objective.
The aid, intended for projects executed between July 1, 2023 and August 31, 2024, will have an initial credit of 1 million euros, which represents an increase of 65% on the amount allocated to the 2023 call. , which may be increased by 500,000 euros in case of demand and budgetary availability.
New this year, in addition to the significant increase in credit, the incompatibility of these subsidies with others granted by the City Council and its autonomous bodies with the same purpose stands out, and the incorporation of two external members into the valuation commission, who will come from the extraordinary chair of commerce at the University of Alcalá and the extraordinary chair of circular economy applied to the management of public markets at the Francisco de Vitoria.
The beneficiaries of these subsidies are non-profit associations made up mainly of businessmen from the commercial, hotel and hospitality sectors, as well as concessionaires of municipal markets managed under an administrative concession regime.
Faithful to its commitment to these sectors, the municipal government team has intensified its support and expanded the amount financed year after year. Thus, during the period 2019-2023, 3.7 million euros in aid were paid (28% more than what was paid between 2011 and 2018), which allowed the execution of 190 projects promoted by 68 different beneficiary entities.
Operation of the commercial, hotel and hospitality sectors
The purpose of this second call for subsidies is to promote the consolidation of the associative fabric within the commercial, hotel and hospitality field, improve its competitive position, and generate value proposals, financing certain operating expenses of these associations.
This is the fourth budgetary year in which these subsidies have been called, after the success obtained among the sectors involved. Thus, in the last call in 2023, the total amount awarded was more than 1.3 million euros with a total of 46 beneficiary entities.
Associative entities that meet the requirement of being non-profit entities, with headquarters or delegation in the city, made up mainly of businessmen from the commercial, hospitality and hospitality sectors, who develop the project for which they are applies for the subsidy within the municipality. The concession holders of municipal markets managed under an administrative concession regime will not be able to obtain the status of beneficiary entity of this aid.
As a novelty, this call establishes a system of sections to determine the maximum amounts of aid, which vary from 20,000 to 100,000 euros depending on the number of associates and workers of the entity. A minimum representativeness is also required, which will be measured based on the number of associates and the nature of the entity.
Municipal commitment recognized with the National Domestic Trade Award
These two calls for subsidies, together with those for 'Promotion of digitalization and modernization of municipal markets and food galleries' (already in process) and the two soon to be approved aimed at encouraging entrepreneurship, the installation of training activities in the Madrid markets and the approval of press kiosks, as well as the participation of designers in Madrid Fashion Week, constitute one of the main financing instruments of the Comprehensive Strategy for Strengthening Commercial and Hospitality Activity of the City 2024-2027.
This strategy expands the one implemented in the previous mandate and for which the Madrid City Council has been awarded the National Domestic Trade Award 2020-2023 awarded by the Ministry of Economy, Commerce and Business in recognition of the success of municipal policies undertaken since 2020 in support of local commerce and for reinforcing its role as guarantor of the social and economic cohesion of neighborhoods, in addition to its active contribution to the creation of jobs.
Digitalization through the pioneering program 'Everything is in Madrid', the indirect management model of the 45 municipal markets and the measures to support their modernization, dynamization and sustainability, interventions in public space in commercial areas, support for fashion sector and shopping tourism and the encouragement of training and knowledge transfer through different programs, are the main keys of the municipal policy of support for commerce that are being recognized on a national scale and that constitute the basis of the commitment of the current government team of the capital.
